So there is a named operator and a named licence. The problem is what that licence is worth.
The Tobique Gaming Commission is a licensing body associated with a First Nation in New Brunswick, Canada. It is not one of the recognised gambling regulators (Malta, the UK, or even the busier offshore bodies), it has no meaningful international standing for player protection, and a licence number of 0000002 tells you how new and how small the register is.
